Dr. Mehrle is an environmental toxicologist and chemist with 30 years of experience in ecological risk assessments, litigation support, and international regulatory compliance of chemicals. He specializes in the fate and effects of chemicals including petroleum hydrocarbons, pesticides, PCBs, dioxins, metals, pharmaceuticals, and consumer products. He has extensive experience in providing strategy development for managing environmental liabilities and supporting litigation cases. As the head of our firm’s National Toxicology Practice, Dr. Mehrle is responsible for directing company-wide initiatives in ecotoxicology, human health toxicology, environmental and human health risk, and product safety and compliance. Dr. Mehrle has written over 100 scientific publications and abstracts and been an invited participant in numerous international conferences. He is a member of the American Chemical Society and served as president of the Society of Environmental Toxicology and Chemistry and editor of the international journal Environmental Toxicology and Chemistry. Dr. Mehrle joined ENTRIX in 1996, after successful careers with the U.S. Fish and Wildlife Service, and as Director of Environmental Toxicology and Chemistry at an international contract research laboratory. Dr. Mehrle has been a consultant and science advisor to global chemical manufacturers, consumer product companies, law firms, and state, national and international government organizations. He earned his Ph.D. in Biochemistry and M.A. in Zoology from the University of Missouri, and his B.A. in Biology at Rhodes College.

Mr. Phillips has an extensive background in regulatory toxicology and leads the firm’s global Product Safety and Compliance practice. He is responsible for broadening the firm’s consulting services in regulatory compliance, chemical registration, and product stewardship as well as working with global chemical and consumer product company clients. Prior to joining ENTRIX in 2009, Mr. Phillips spent 30 years with The Dow Chemical Company, most recently, as Global Director of Chemical Policy, Chemicals & Health Issues. In this capacity, he developed and led the global implementation of programs designed to improve product stewardship performance within the chemical industry, drive sustainable science-based legislation, and ensure global regulatory compliance for chemicals in commerce. Additionally, Mr. Phillips has been actively involved in numerous international organizations related to product stewardship and global chemical registration management. Over the last five years, he has led corporate and industry advocacy with the United Nations, European Union and the United States. More specifically, he was instrumental in the development and implementation of the Global Product Strategy (GPS) at the American Chemistry Council (ACC) and the International Council of Chemical Associations (ICCA). Additionally, he has worked with the United Nations Environmental Program (UNEP) and the Organization for Economic Cooperation and Development (OECD). Mr. Phillips holds a Bachelor of Science degree in Biology and an advanced degree in Clinical Laboratory Science (CLS) from Saginaw Valley State University. He is also Board Registered in CLS by the American Society of Clinical Pathologists (ASCP) and has been an ASCP member since 1979.

Mr. Grumbles is a Certified Industrial Hygienist with over 30 years experience at a major multinational chemical company. He led the implementation of global product stewardship programs and managed all areas of Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH) compliance in Europe. He also led compliance efforts with chemical regulations in North America under the US Toxic Substances Control Act (TSCA) and other Global Chemical regulatory schemes. In addition, he led the design and implementation of corporate programs on product safety, transportation safety, toxicology, epidemiology, industrial hygiene, and occupational medicine. He also has experience in toxic tort litigation support. Mr. Grumbles holds a B.A. in Biology from Transylvania University and earned his M.S. in Environmental Health from the University of Cincinnati.

Dr. Schell has more than 15 years of environmental assessment experience, focusing on human health and ecological impacts of PCBs, dioxins, volatile organic, chlorinated pesticides, and metals. He has experience performing human health and ecological risk assessments under state and federal programs such as Superfund, RCRA, and state Risk-Based Corrective Action (RBCA) programs. His experience includes assessing the toxicity of PCBs, dioxins, VOCs, pesticides, aromatic hydrocarbons, and metals, particularly as they are found in aquatic systems, and their impact on human health and the environment. Dr Schell has participated in various health consultations and public advisory meetings. In addition, Dr. Schell has served on advisory bodies on chemical risk assessment issues in Florida and Michigan, has presented to international scientific and regulatory bodies, and has provided Congressional briefings in Washington D.C. concerning the use of risk assessment in developing cleanup strategies. Dr. Schell is a member of the USEPA Pesticide Program Dialogue Committee, has held adjunct teaching positions at the University of South Florida and the University of Florida, and has been qualified as an expert in toxicology in both federal and state courts. He holds a B.S. in Zoology from the University of South Florida and his Ph.D. in Toxicology from Rutgers University.

Dr. Snellings is an industry leader in regulatory toxicology, product stewardship, and the establishment of safe workplace and consumer chemical use conditions through risk assessment and risk management practices. He has provided scientific justification for establishing company specific workplace exposure limits (OEL) and justification for appropriate OELs being developed by the Workplace Environmental Exposure Level (WEEL) committee at the American Industrial Hygiene Association (AIHA) and the Threshold Limit Value (TLV) committee at the American Conference of Governmental Industrial Hygienists (ACGIH). His comprehensive work in risk evaluations has resulted in changes in hazard communications, labeling and regulatory classifications, as well as occupational exposure limits.
Dr. Snellings gained extensive experience during a 30-year career with Union Carbide Corporation and The Dow Chemical Company. He has led compliance efforts on numerous regulatory programs in the U.S., Canada, and Europe. Working with the U.S. EPA, he directed the industry effort on selective chemicals to the development of Acute Exposure Guideline Levels (AEGL) and to the improvement of compliance issues under the Toxic Substance Control Act (TSCA). For the Canadian EPA, he worked as an industry representative on the categorization and risk assessment of certain substances on the Domestic Substances List (DSL). In the European Union, Bill has been actively involved in preparing businesses for the new Registration, Evaluation and Authorization of Chemicals (REACH) legislation. In addition, Dr. Snellings has directed industry initiatives and product advocacy at the American Chemistry Council, including testing under the High Production Volume (HPV) Challenge Program with the U.S. EPA as well as the Screening Information Data Set (SIDS) program with the Organization for Economic Cooperation and Development (OECD). He holds a B.S. in Biology from Virginia Tech. and his Ph.D. in Toxicology from The University of Michigan.
