Monorail, NEPA/SEPA EIS

Summary: ENTRIX staff completed a Section 106 Technical Report and EIS sections for the NEPA/SEPA Seattle Monorail EIS. The Project study area extends 14 miles from north to south Seattle through downtown, industrial areas, and mixed-use commercial and residential areas.

Our responsibilities included inventorying and assessing impacts to 724 resources 50 years of age or older, including two historic districts of local and national significance. Early in the Project, ENTRIX coordinated with local and state historic preservation officials to identify the Project area of potential effect (APE) and developed procedures for obtaining concurrence regarding determinations of eligibility, impact assessments, and mitigation measures for the large number of resources being studied. In accordance with Section 106 of the National Historic Preservation Act, ENTRIX prepared the final Technical Report that incorporated archaeological information provided by an archaeological resources firm. ENTRIX also prepared DEIS and FEIS historical resources sections to meet NEPA /SEPA requirements. Potential impacts and mitigation measures and a Memorandum of Agreement (MOA) were completed. ENTRIX also provided expert witness testimony on SEPA adequacy for the Section 106 Historic Resources Report.
